RDS CALs are the licenses Microsoft requires for every person who works on a Windows Server through Remote Desktop Services. This pack delivers fifty of them as Windows Server 2025 Per User CALs on a single key. You install that key once on your Remote Desktop license server, and from then on up to fifty named employees can open full remote desktops or RemoteApp programs on your session hosts, whether they connect from an office PC, a laptop at home or a thin client.
Because 2025 is the newest RDS CAL version, this pack is also the most flexible one we sell. RDS CALs license session hosts of their own version and every older one, so the same fifty CALs serve a brand-new Windows Server 2025 farm, an existing Windows Server 2022 or 2019 host, or a mix of all three while you migrate. You pay once; there is no annual renewal and no per-month charge per user.
A Remote Desktop deployment has two parts that matter for licensing. The RD Session Host is the server your users actually work on. The RD Licensing server is a role, often running on the same machine in a small office, that stores your CALs. When a user connects, the session host asks the license server whether that user is licensed. During the first 120 days after the session host role is installed, connections are allowed without CALs. When that grace period ends, users are refused unless the license server holds valid CALs and the session host is configured to use it.

Yes, each remote user needs both, and they do different jobs. The base Windows Server CAL licenses a person (or device) to use the server at all. The RDS CAL licenses the remote desktop session on top of that. Neither one substitutes for the other, and neither is included with the server license.

The RDS rule is simple: the CAL version must be equal to or newer than the session host version. Here is what that means in practice for this pack compared with the 2022 version.

If every host you run will stay on Windows Server 2022 and your license server also runs 2022, the Windows Server 2022 RDS 50 user CAL pack is a fit. In every other case, and especially if you plan to upgrade within the next few years, buying 2025 CALs now avoids paying for remote desktop licenses twice. Yes, every person who uses a session host for normal work needs one, even if there is only one of them. The only remote connections Windows Server permits without RDS CALs are the two administrative sessions meant for managing the server. To size your purchase, count the people, not the devices or the peak number of simultaneous sessions: Per User CALs are assigned to named accounts and are not concurrent. Fifty CALs suit an organization with up to fifty remote desktop users. Above that, a second pack added to the same license server raises the total.
RemoteApp needs RDS CALs just like a full desktop does, because the published program runs on the session host and only its window is shown on the user’s screen. Thin clients are licensed the same way: with Per User CALs the person is licensed, so it does not matter whether they connect from a thin client, a Windows laptop, a Mac or a tablet with a Remote Desktop app.
In a domain, the license server keeps track of Per User CALs against user accounts. In a workgroup setup, Per User CALs are not enforced by the license server, so users may be able to connect even when too few CALs are installed. That is a technical gap, not a permission: Microsoft’s licensing terms still require one CAL for each user, and an audit counts people, not what the license server allowed.
The CALs in this pack are perpetual. Once installed, they do not expire, they need no subscription and they keep working regardless of updates. Windows Server 2025 has the longest runway of any current server release: mainstream support continues until November 14, 2029 and extended security updates until November 15, 2034. “Lifetime” covers the 2025 version of the CAL; a future Windows Server release would need CALs of that newer version.
Remote Desktop CALs are sold by Microsoft through volume licensing agreements and partners, and the cost depends on the channel and how many you buy. Compared with per-user monthly virtual desktop services, a perpetual CAL pack on your own server is a one-off cost that you stop paying after the purchase.

RDS CALs are installed, not downloaded. Have your delivery email open with the CAL key and the guide, and set aside about fifteen minutes.
A key that the wizard refuses usually means the license server is on an older release such as Windows Server 2022, which cannot hold 2025 CALs, or that the server was not activated first. If users still see licensing warnings, the session host is either in the wrong licensing mode or not pointed at the license server.
