  • A minimum of 16 core licenses applies per physical server.
  • Additional cores must also be covered.

What Does a 16-Core License Mean?

A Windows Server 2025 16-core product provides licensing coverage for sixteen processor cores.

It may satisfy the minimum licensing requirement for a qualifying physical server with no more than sixteen licensable physical cores. However, it does not automatically cover every server.

For example:

  • A 12-core single-processor server still needs 16 core licenses.
