The answer is two Windows Server VMs for each fully licensed host. With every physical core licensed, Server 2019 Standard allows two Windows Server guests, and the physical installation may run Hyper-V to host them. Licensing all cores again adds two more VMs. Hosts that will run many Windows Server VMs are better served by Windows Server 2019 Datacenter, which allows an unlimited number.
Yes. Windows Server 2019 uses the same core-based model as later versions: every physical core must be licensed, with a minimum of 8 cores per processor and 16 cores per server. A small single-CPU server with 4 or 8 cores still needs 16 core licenses, while a dual-socket host with two 12-core CPUs needs 24. Hyper-threading does not change the count, because only physical cores are licensed.
At least 512 MB for Server Core and 2 GB for Desktop Experience, although working servers need much more. Here are Microsoft’s minimums next to what we would recommend for a small business server:

A domain controller or file server for a small office runs comfortably in 8 GB, while a Hyper-V host should add the memory assigned to each guest on top of what the host itself needs.

Standard is the right choice for a domain controller, file server, application server or a host with one or two Windows Server VMs. Datacenter adds unlimited VMs, Storage Spaces Direct, Software-Defined Networking, Shielded VMs and full Storage Replica, which matter for virtualization clusters. Users and devices that access the server need Windows Server CALs of version 2019 or later; they are not included with the server license. For Remote Desktop Services, RDS CALs must match or exceed the server version, so our Windows Server 2022 RDS CAL pack and 2025 RDS CAL pack both work with 2019 session hosts, provided your RD license server runs the same or a newer Windows Server version than the CALs.
Technically, yes: Windows Server 2019 can be upgraded in place to Windows Server 2022 or 2025. The license does not come with upgrade rights, though, so the newer version needs its own license at that point. Many customers buy 2019 today for compatibility and plan the move to a newer release well before January 2029.
Lifetime means the license never expires: the server stays activated for as long as you run Windows Server 2019 on it, with no renewal or subscription. It does not mean lifetime updates, because Microsoft’s security patches for 2019 stop on January 9, 2029. Keep that date in mind when you compare the price shown at the top of this page with the newer versions.
