A Windows 7 Ultimate product key activates the most complete retail edition of Windows 7 on one computer, permanently. Ultimate has the same feature set as the volume-licensed Enterprise edition, so nothing in Windows 7 is locked away: BitLocker, AppLocker, language packs, domain join and XP Mode are all there. The key arrives by email together with an installation download link and setup instructions, and you pay for it once.
Because Windows 7 no longer receives security fixes, we treat this as a specialist product. People buy it to restore a period PC exactly as it shipped, to keep an offline workstation that relies on an old driver, or to rebuild a lab or multilingual machine that a newer system cannot replace.
No. Ultimate shares the Windows 7 lifecycle, and its extended support ended on January 14, 2020. Unlike Professional and Enterprise, Ultimate was never eligible for the paid Extended Security Updates that Microsoft sold to businesses, so its last security patch dates from January 2020.
Any weakness found since then stays open on an Ultimate PC. Add the fact that current versions of Chrome and Edge no longer install on Windows 7, and the conclusion is simple: keep this system away from everyday browsing, email and online banking, and do those on a supported system such as Windows 11 Pro.
Install what already exists, then disconnect. After a clean install, add Service Pack 1 if your media does not include it, followed by the updates Microsoft published up to January 2020. Many are still listed in the Microsoft Update Catalog, including the convenience rollup that bundles most post-SP1 fixes into one package. Once the system is patched, activated and has all its drivers, create a full system image so you can return to this known-good state without repeating the work.

The key activates either version, so choose by hardware and software. The 32-bit version can address only about 4 GB of memory, but it still runs 16-bit DOS-era and Windows 3.x programs, which matters for some very old industrial and accounting tools. The 64-bit version uses up to 192 GB of RAM and suits retro gaming or multimedia builds with more memory, provided every device has a 64-bit driver.
Keep in mind that Steam and many other game launchers no longer support Windows 7, so a retro build works best with offline installers or disc-based games.

Modern components are the usual stumbling block. Windows 7 setup does not include drivers for most USB 3 ports, which can leave the keyboard and mouse dead during installation, and it has no native NVMe support. Microsoft also limited support for processors released after 2016 to Windows 10, so newer Intel and AMD chips may lack drivers. A period motherboard or a virtual machine avoids all of this.
Type the key during setup or later with slmgr /ipk, then activate with slmgr /ato. Windows 7 online activation does not complete on every system any more. When it fails, telephone activation through slui 4 is the dependable alternative, and it also suits a machine you intend to keep offline. The key licenses one PC for as long as it runs Windows 7 Ultimate, and reinstalls on that PC are covered. It is not a subscription, it does not include upgrades to later versions, and it cannot activate Windows 10 or Windows 11, which need keys of their own. A virtual machine running Windows 7 counts as an installation and needs its own license too.
If the computer will be online, used for work or school, or shared with family, a supported system is the right call. Windows 11 Pro gives you BitLocker, Remote Desktop and Hyper-V with current security updates, and Hyper-V can even host a Windows 7 virtual machine for the odd legacy program.
